Is there a company that you are looking to for web design? You might be able to save money by having a freelance designer take it on. My boyfriend is a web designer and does freelance work when the money is right and he's not too busy in his full time job. He also builds sites where the content can then be managed by you (well, not you necessarily, but whoever manages the content). Not volunteering him, but these are things you might want to keep in mind when looking to redesign the website :)

I can't believe people don't use their rooftop decks (we have noticed the same thing). My wife and I are seriously thinking about squatting on the one at Linwood and Pratt.

I do have friends with decks, and one seems to actually use their deck a lot. I know I'm always begging to get up there when it's nice, but I do wonder how much I would use a deck of my own, except to grow vegetables.
